Course objectives
The course Local Politics presents the specific character of forming and performance of politics as administration as well as fight for power on the level of cities and municipalities to students. It is focused on Czech municipal politics, its historical development and current state. Both the structure of Czech municipalities according to their size and amount of performance of public administration (municipalities of I., II, III types) and political life on local level, including the electoral system for elections to municipalities, means of participation between local politics and interest groups will be mentioned. The attention will paid also to whole European problems of local politics, possibilities of their representation in organs of EU and Council of Europe (Committee of regions). In its final part, the course will offer the possibility of comparison of Czech local politics with situation in selected European states.

  • 1. Delimitation of term local politics, peculiarities of local politics
    2. Czech local politics - its role and importance in political system of the Czech republic and in Czech civil society
    3. Birth and development of modern Czech self-administration 1848-1938
    4. Czech local politics in the period of totalitarian an post-totalitarian authoritative regimes 1939-1945 and 1948-1989
    5. Course of Velvet Revolution on local level and renewal of Czech self-administration in the 90´s of the 20th century
    6. Czech self-administration in conditions of reforms of public administration
    7. Structure of Czech municipalities in the system of public administration
    8. Elections and electoral systems on local level
    9. Local political elites and interest groups, representation of local public and group interest
    10. Representation of local interests on European level - Committee of Regions and European network of towns
    11. Local politics in selected European countries (Germany, Austria, France)
    12. Local politics in selected European countries (Britain, Slovakia)
