- The course is offered to students of any study field.
- Course objectives
- The course introduces law regulations regarding local division of the Czech republic to students. In introductory lessons, the students will be provided outline of basic resources, commencing with European Chart of Local Self-government via constitutional order of the Czech republic (right for self-administration) till partial sources (act on municipalities, act on regions, act on capital city Prague). Subsequently, the teaching is divided into three complete parts - municipal organization, regional organization, mechanical of elections on local level. The attention will be also paid to basic concepts: municipality, region, three delimitation - territorial aspect, personal aspect, economical aspect, city, statutory city, citizen of the city and region, territory, economy. The increased attention will be dedicated to authorities of municipalities and regions, creation of law rules on local level (public notices and orders) and their control (Home Office, Constitutional court, administrative courts), delimitation of independent and transmitted incidence and possibility of transmission of the execution of transmitted incidence on the basis of so called "public-administrative agreements", specifics of statutory cities and capital city Prague. In the end of the teaching, the students will be introduced mechanical of municipal and regional elections and institute of local referendum as well as law protection in electoral matters. The course is intended for students of study programme N6731 only.

- 1. Sources, European chart of local self-administration. Right for self-administration and its protection
2. Municipal organization: delimitation of concepts municipality, town, citizen of town, territory of municipality and its changes, economy of the municipality, cooperation of municipalities
3. General organization: law regulations of the municipalities and their creation - generally bouncing notices and orders - publication, validity, effectiveness, vacatio legis. Independent incidence. Transmitted incidence, possibility of incidence of its output
4. General organization: control of law regulations of municipalities (regional authority, Home office, Constitutional court, administrative courts)
5. General organization: authorities of municipality: municipal assembly, regional council, mayor, municipal authority (magistrate), commission, committees. Specifics of statutory towns and capital city of Prague
6. Regional organization: foundation of regions, definition of concept of region, citizen of the region, economy of the region, cooperation of regions
7. Regional organization: law regulations of the region - generally bounding notices and orders - publication, validity, effectiveness, vacatio legis. Bulletin of law regulations of the region. Independent incidence. Transmitted incidence, imposition of fines to natural persons and enterprising legal personalities
8. Regional organization: control of law regulations of the region (Home office, Constitutional court, administrative courts)
9. Regional organization: organs of the region- president, assembly, council, regional authority, commissions, committees
10. Elections to assemblies of the regions, elections to assemblies of municipalities, local referendum
11. Legal protection in the matter of elections of local referendum
