Course objectives
The aim of the subject is to make the students familiar with the basic theoretical concepts and grounds which form the public administration system of the democratic states. Apart from the explanation of the key terms, the subject is focused on presentation of public administration in wider contexts as well as in relation to other disciplines. The attention is paid to normative, economic, political-scientific and other aspects which are essential for comprehension of complexity of public administration. The course includes also the summarization of basic theoretical approaches to the study and learning about the public administration from the chronological as well as territorial points of view. The course comprises also analysis of the reformatory processes of the public administration systems with emphasis put on processes of decentralization and modernization with an outcome in a form of formulation of particular challenges and problems in future.
Syllabus
  • 1. Public administration - determination of key terms and connections. Content and approaches to public administration study. Public administration as a theoretical discipline and its relation to other disciplines.
    2. Organization of public administration systems and basic organizational models. Principles of organizational structure in public administration.
    3. State administration as a subsystem of public administration.
    4. Autonomy as a subsystem of public administration.
    5. Normative contexts of public administration theory. Public administration, state and society. System of governance, division of power and civil society in democratic state.
    6. Relation between policy and administration. Public administration and public policy.
    7. Public administration in a system of national economy. Public sector.
    8. Origins and development of public administration theory. Development of administrative science in historical context. Concept of administrative state.
    9. Weber´s bureaucratic model and its criticism. Wilson´s concept of relation between public administration and policy.
    10. Development of public administration theory in the 20th century.
    11. European, American school of public administration. Contemporary juridical, political-scientific and managerial approach.
    12. Reforms of public administration - key principles, grounds and aims.
    13. Decentralizing and modernizing processes in public administration.
    14. Contemporary trends and challenges in the field of development of public administration theory. Selected contemporary theoretical concepts of public administration (e. g. New public management, Good governance etc.)
