- Course objectives
- The course follows the knowledge of history and theory of public administration as well as administrative law and is related to other special subjects. Its aim is to explain the transformations of territorial administrative division and structure of public administration from 1945 till present day in political, economic and social connections, to analyze current structure and functioning of public administration and territorial self-administration on local, regional and state level as well as role of institutes of public administration in process of incorporating the Czech republic to European Union. The relations of local and central organs of public administration, local associations and associations, non-profit organizations and other subjects of community work in solving the current problems. The course of reform of public administration from 1990 including evaluation OECD is described in detail as well as position and activity of municipalities and regions as well as possibilities of trans-border cooperation in the frame of Council of Europe and European Union. In the seminars, the students will be lead to independent analysis and evaluation of concrete issues, to comparison of theory and practice, the seminar will comprise also presentation of activity of organs of public administration (visit of talks of municipality committee, discussion with representatives and workers of self-administration and state administration). Study Outcomes: Professional Knowledge: Students demonstrate knowledge of basic source texts on the theory of public administration. They demonstrate knowledge of the existing research, theoretical background and their application in the form of public administration in the Czech Republic, its development, form of territorial administrative division and the structure and functioning of state administration and territorial administration on the local, regional and national level. They will understand the role of the central bodies of public administration in the process of including the Czech Republic into the European Union and its role in contemporary society. Students understand theoretical approaches, issues and concepts in the field of public administration. They can characterize the contemporary form of public administration in the Czech Republic. Professional Skills: Students are capable of independent critical evaluation of activities and effects of the bodies of public administration. They can explain the form of public administration in the Czech Republic and its functions with regard to its development after 1990. They understand the relations between local and central bodies of public administration and the form of cooperation between the institutions and bodies of state administration and local authorities, local associations and clubs, non-profit organizations, and other entities. They are able to apply theoretical knowledge, interpret key phenomena associated with the development of public administration in the Czech republic and they manage to put them into connection. They can comprehend the activities of municipalities and regions in the field of cross-border cooperation in the framework of the Council of Europe and of the European Union. Students can search for and sort relevant information and based on a set of defined methodological, formal and content conditions, handle the composition of an academic term paper on an assigned topic related to the research of international organizations. General Qualification: Students will adopt procedure fulfilling methodical, formal and content criteria for writing scientific papers. They are capable of independent and critical analysis of specific issues. Competences: Students are well informed of basic documents and activities of public administration of the Czech Republic.

- 1. General theoretical and terminological issues related to the analysis of public administration: public power and public policy; law and democracy; public administration bodies; organization of public administration; the scope and powers of public authorities.
2. The territorial administrative division of Czechoslovakia and the Czech Republic from 1945 to the present: the individual stages and profiling features.
3. Development of the constitutional system and public sector organizations in Czechoslovakia in 1945-1989.
4. constitutional institutions and separation of powers in the Czech Republic (from the 90s to the present): the basic characteristics of constitutional institutions, legislation, practice.
5. Reform of public administration since the establishment of CR (1993) to the present: the main stage, their tasks and results.
6. Central government authorities: the organization, scope and powers.
7. Territorial government authorities: the organization, scope and powers.
8. The Czech municipal system: community as a basis for local government; legislation; main areas of municipalities; categorization of municipalities.
9. The Czech regional organization: county like VÚSC; autonomous region; shaping the regional system in the context of public administration reform; legislation; main scope regions.
10. The evaluation and control in public administration: systems and types of control and audit.
11th Personnel issues in the public service: officers and other public officials exercise the functions legislation; ethical issues; education in public administration.
12. Integration of the Czech Republic into the European Union and public administration, international border and cross-border cooperation; Euro-regions, regional and structural policy of the EU.
