Course objectives
The aim of the course is to build on the acquired knowledge and skills from the course Theory of Public Administration and to deepen the new knowledge that will be applied to the given issues of public administration and public service. The aim of the course is to explain the changes in the territorial administrative division and the structure of public administration from 1945 to the present in the political, economic and social context, to analyse the current structure and functioning of state administration and territorial self-government at the local, regional and national level as well as the role of public administration bodies in the process of the Czech Republic's accession to the European Union. The relations between local and central public administration bodies, issues of public administration and public policy, as well as the promotion of cooperation between institutions and bodies of state administration and territorial self-government, local associations and associations, non-profit organizations and other subjects of community work in solving contemporary problems are examined in detail. In its content, the course does not forget about employees in public administration and related laws and regulations. In the seminars, students will be encouraged to independently analyse and evaluate specific problems, to compare theory and practice. At the same time, they will be acquainted with the activities of public administration bodies (attendance at city council meetings, discussions with local government and state administration officials and employees).
Learning outcomes
Upon completion of the course, the student will be able to: - identify and summarize the issue of public administration as a whole; - identify and explain selected concepts in the field of public services; - prepare an essay defining public administration, its mission, types and instruments used by authorized entities in public law; - describe factors that influence the decision-making of administrative bodies; - compare the rights and obligations of those who perform public administration in relation to those who require public services

  • 1. General theoretical and terminological issues related to the analysis of public administration: public administration, public power and public policy; state and democracy; subjects of public administration; organisation of public administration; competence and powers of public administration bodies 2. Territorial administrative division of Czechoslovakia and the Czech Republic from 1945 to the present: individual stages and their profiling features 3. The development of the constitutional system and organisation of public administration in Czechoslovakia from 1945 to 1989 4. Constitutional institutions and separation of powers in the Czech Republic (from the 1990s to the present): basic characteristics of constitutional institutions, legislation, practice 5. Reform of public administration from the establishment of the Czech Republic (1993) to the present: main phases, their tasks and results 6. Territorial organs of state administration: organisation, scope and powers 8. Czech municipal system: municipality as the basis of local self-government; legislation; main areas of competence of municipalities; categorisation of municipalities 9. Czech regional system: region as VUSC; self-governing region; formation of regional system in the context of public administration reform; legislation; main areas of competence of regions 10. Evaluation and control in public administration: systems and types of control and audit 11. Personnel issues in public administration: civil servants and other public administration employees, performance of functions, legislation; ethical issues; education in public administration 12.
