Prerequisites
Basic knowledge in the field of organisation in selected EU countries: students will gain an understanding of the organisation of public administration from the perspective of its actors and implementers at central and local level in selected EU countries, focusing on common and specific features. In the same sense and in the same countries, students will also learn about the organisation and structure of local government.

Course objectives
The aim of the course is to acquaint students with the basic principles of the functioning of state power in selected European Union countries, both from the perspective of the activities of central administrative authorities and from the perspective of. By studying the course, students will develop a theoretical basis of knowledge on which they will build on other courses in the field of governance. Students will have the opportunity to learn about the organization of public administration, e.g. in France, Austria, Poland, which will serve to understand the links between economic, financial, mechanisms that undoubtedly influence the operation of states. Completion of the course will contribute to the understanding of the scope of activities of individual state bodies, territorial state bodies and local government bodies in decision-making matters towards subjects (natural persons, legal persons). Graduates of the course will be able to analyse the state structure of selected European Union countries in the horizontal and vertical arrangement of public authorities.
Learning outcomes
Acquisition of knowledge: students will acquire information about the establishment, structure, function of public administration in selected countries of the European Union. Application of theoretical knowledge: Students will be able to apply theoretical knowledge to practical examples in the field of public administration, including (transport education, health care). Interpretation of selected concepts: Students will be able to interpret the acquired theoretical information into practice. Formulation of recommendations. Teaching methods
Lectures with discussion: combining lecture with communication to allow students to discuss the lecture topic. Analysis of case studies: Students will be asked to select specific examples relating to the public administration of selected European Union countries, namely the specific administrative authorities and the scope of decision-making powers.

The course ends with an examination, a combination of written and oral parts
