Course objectives
The aim of the course is to characterize the brief development of forming the political system of the Czech republic with regard to post-November changes in federal republic. The course is divided chronologically in seven phases whose millstones are elections to Czech National Assembly/Chamber of Deputies of Parliament of the Czech republic (1989-1990, 1990-1992, 1992-1996, 1996-1998, 1998-2002, 2002-2006 and June 2006 till present day). The students will be introduced with principal laws (Constitution, electoral acts, act on political parties etc., mechanicals of elections, history of political parties and movements, electoral results, programmes of parties etc. Besides, the characteristics of electoral system will be made and the main phases of its development will be mentioned. The lectures are devoted to general and regional politics as well, its main participants, electoral results, regional stratification of support of political parties and application of selected theories on partial system of the Czech republic. The aim of the seminar is to survey some aspects of partial system in detail as well as wider connections of existence, activity and normative embodiment of some institutions of political system of the Czech republic. The final part of the semester is dedicated to freer discussion or "case studies" of selected phenomena of political life in the Czech republic.

  • 1. November events 1989, foundation of Civic Forum and Public Against Violence, transformation of parties CF and foundation of new or renewal of formerly existing parties, constitution of democracy, elections 1990
    2. Crystallization of political parties from elections 1990, decline of CF and foundation of successive subjects. Relation between the Czech republic and Slovak republic.
    3. Analysis of 1992 elections, pillars of right-wing politics, division of Czechoslovakia
    4. Analysis of 1996 elections, composition of minority government, programme differences of the left-wing and right-wing
    5. Political situation in 1997, decline of coalition government, composition of new cabinet. Situation before 1998 elections. Means of composition of government in 1998, so called "opposition agreement" and so called "toleration patent"
    6. Elections to Chamber of Deputies in 2002, interpretation of results of elections, composition of government
    7. Referendum on accession to EU and European elections. Development of partial system in 2002-2006, analysis of elections to Chambers of Deputies in 2006
    8. Municipal and regional politics. Theory of elections of the second order.
    9. Electoral systems in the Czech republic. Electoral reforms
    10. Legislative embodiment of political system in the Czech republic. Legislative process in the Czech republic.
    11. Application of selected theories on development of partial system of the Czech republic
    12. Foreign policy of the Czech republic, creation, participants, national interests
