Course objectives
The aim of the course is to gain knowledge about the issues of labour force, labour market, employment and the ever deepening unemployment, about the legislative base of employment policies and the ways the impact of unemployment on society and individuals may be alleviated. The course will provide knowledge and information on the direct and indirect instruments which labour market is influenced by, on the forms of passive and active employment policies, on the ways to prevent or at least mitigate unemployment, pays attention to the genesis of unemployment, with an emphasis on so-called regional unemployment, monitors the specific qualities of labour market (character, segmentation and equilibrium on the labour market), as well as labour force mobility. Attention is also paid to the issue of graduates, to foreigners and discrimination on the labour market in the Czech Republic and in selected countries of Central Europe. The study of the labour market is instructed especially in the context of the EU. After successfully completing the course, the students will be able to resolve issues related to the development of labour market, unemployment and legislative measures under public administration institutions. Study Outcomes: Professional Knowledge: Students acquire and demonstrate knowledge of employment issues and of the Employment Act, they are familiar with the issues and capable of working with clients of the Labour Office. Professional Skills: Students are well versed in the issues of the Employment Act and the Labour Code, and they are able to apply the acquired knowledge. They are familiar with the relevant field literature, can locate, interpret and apply the gained information in practice. They are able to integrate the acquired knowledge to the needs of the practice in the field. General Qualification: Students are able to perceive the context of task solution on various stages of the development with the possible risks of the formation of socially problematic phenomena. By completing the course, students will be eligible not only to use their knowledge and skills for a specific job, but also to respond better to the needs of clients, as well as members of teams. At the same time, the methods of the course will encourage the development of critical thinking, creativity and the students' ability to make decisions independently and responsibly.

  • 1. Introduction, setting objectives and presenting content of the course, familiarization with the literature and sources, defining basic concepts and contexts
    2. The labour market in economic theories, types of labour markets.
    3. Factors ensuring balance of the labour market in Central Europe.
    4. Unemployment and its forms.
    5. The development of unemployment in the Czech Republic and other Central European countries in the EU context.
    6. Employment policy and labour market policy in selected countries of Central Europe.
    7. Active and passive employment policy in the Czech Republic and in selected countries of Central Europe.
    8. System of services in the employment sector.
    9. Problematic population groups on the labour market, tools to eliminate their exclusion.
    10. Foreigners on the labour market in the context of Central Europe.
    11. Unemployment as an individual and social problem.
    12. Projects to eliminate unemployment and their application in a regional context
    13. Examples of practices - application of the Employment Act and of the Labour Code

The seminar follows the lecture series, theoretical knowledge is verified and put to practice through discussions, presentations, term papers and mini-tests, the exam prerequisite is the production and presentation of a term paper and the knowledge of Act no. 435/2004 Coll. on employment.
