Course objectives
The course introduces students with the law of municipalities and regions in the Czech Republic. The introduction covers the basic administrative division, laws and principles of public administration. Finally it focuses on the organization and structure of public administration. The main part of the course focuses on local and regional government, its status, legislation, institutions, powers and authority, methods of control and supervision over the exercise of independent and delegated authority, cooperation between cities and counties. It also mentions the special status of the capital city of Prague and statutatory city. At the end it focuses on the subject of elections in counties and municipalities, judicial protection in matters of local elections and referenda.

  • 1st Administrative law - concept, definition, classification, status of counties and municipalities
    2nd Sources of Administrative Law: Supranational, community, national. Administrative acts, general measures of public contracts
    3rd The concept, principles, structure of public administration, organization of local governments
    4th Local self-government. The Charter of Local Self-Government, the Charter of the regional government. Municipal and county government
    5th The municipal government. Separate and delegated power of municipalities
    6th Supervision of the independent and delegated powers, legislation of village
    7th The municipal government. Authorities, power and responsibilities
    8th Regional government. The power of the region
    9th supervision of the independent and delegated powers, legislation of counties
    10th Regional government. Authorities, powers and responsibilities
    11th Cooperation of regions and cooperation between municipalities, municipal police
    12th Statutory city, the capital city of Prague - the legal basis , specific
    13th Elections to regional councils, elections to municipal councils, local referendum
    14th Judicial protection during election, local referenda
