Course objectives
The aim of the subject is to make the students familiar with the issue of decentralization processes in the European territory from the point of view of development, theories and analysis of specific cases. The first part deals with the explanation of elementary terms in the field of decentralization, selected theoretical approaches and available decentralization models. The second part of the course is focused on analysis of the decentralization processes running in the selected countries of the Western, Central and Eastern Europe. The emphasis is then put on a determination of the key tendencies of the decentralization and political participants, especially political parties when the appropriate degree of attention deals with local and regional policy too. The third part of the course deals with the development of public administration and self-government in the area of Central Europe.
Syllabus
  • 1. Modern state and local self-government, prerequisites of functioning of the local government. Basic terms.
    2. Principal theories of decentralization, centralization and subsidiary.
    3. Decentralization processes in the Western Europe after 1945.
    4. Historical development of the decentralization processes in Europe. Model examples of Great Britain and France.
    5. Historical development of the decentralization processes in Europe. Model examples of Spain and Italy.
    6. Decentralization in Germany and Austria.
    7. Typology of local self-government systems in Europe, European Charter of Local Self-Government. European legislative trends in the field of public administration.
    8. Decentralization processes in the Central and Eastern Europe.
    9. Development of public administration and local self-government in Czechoslovakia (1918-1938), in the period of the Second Republic and the Protectorate of Bohemia and Moravia (1938-1945)
    10. Development of public administration and local self-government in the period of the Third Republic and the communist dictatorship (1945-1989)
    11. Development of public administration and local self-government in Poland and Hungary
    12. European regions and municipalities in a comparative overview. Effectiveness of regional and local self-government.
