Course objectives
The course introduces to social and legislative bases of the new system of social services after 1989, ensuring their quality and the availability in the current conditions using the macromethod of community work - community planning of social services.The course is designed in chronological thematic blocks, from a brief insight into the development of social services in the Czech Republic until 2006 up to new approaches to identifying the needs of users and potential users of social services.Considerable attention is paid to the availability of social services, the needs of users and the various stages of community planning.Its final part focuses on a brief excursion into the problems of social service planning in the Slovak Republic.
Learning outcomes
Professional Knowledge:
Students acquire and demonstrate knowledge of basic issues of the legislative basis for social services in the Czech Republic and methods directed at achieving quality and availability in the area of provision of social services.
Professional Skills
Students are well versed in legislation governing the provision of social services in the Czech Republic, can implement the method of community planning as a tool to ensure local and type availability of social services.They can also navigate the issue of defining and implementing social services quality standards as one of the methods of ensuring the quality of social services, social services inspection, legislative anchoring of social services quality standards and creation of medium-term plans for the development of social services in the Czech Republic.
General Qualification
Students are able to virtually participate in the creation of medium-term plans of social services at local and regional levels and in the development and implementation of quality standards for individual social services providers.At the same time, the methods of the course will encourage the development of critical thinking, creativity and the students' ability to make decisions independently and responsibly.

Assessment methods
Elaboration of a term paper, compulsory attendance at 80 % of the seminars at least.The condition for admission to the exam is submission of a paper in the minimum extent of 7 standard pages on a topic that the student chooses from the lecture syllabus or from the seminar subject.Literature on which students will draw will be in the scope of a minimum of 3 items of basic and 1 item of recommended literature.The basic criterion for assessing the quality of the paper will be its ability to demonstrate the ability to work with scientific texts, with an emphasis on appropriate linking of individual authors’ propositions into a coherent logical framework and the ability to translate theoretical knowledge into practice.Students will submit their paper two weeks before the credit week at the latest so that the instructor has the opportunity to evaluate it and possibly return it for a rewrite, by e-mail.Consultations (personal, electronic) can be used by students to resolve ambiguities in their work on assignments.The paper is a condition for signing up for the exam.The course is concluded with an oral exam.
