Study program , field of study are designed in accordance with the principle of three-tier structured Master's Studies and belongs to the development priorities of Silesian University in Opava. It offers postgraduate education to graduates of master's degree in historical sciences and related fields of study especially focused on the history and present of the Central European countries who seek to deepen their theoretical knowledge and professional skills of historical and interdisciplinary character.

Preparation of the study program, field of study and their subsequent implementation is entrusted to the Institute of Central European Studies on the Faculty of Public Policies in Opava. Its regular staff in the long term and thoroughly are engaged in their research and publishing issues of Czech and Czechoslovak history in the 20th century in Central and Eastern European context, particularly focusing on the issues of the evolution of nationalities and national minorities and ethnically mixed regions of Central Europe and the history of totalitarian regimes, political persecution and compensation of it´s victims. Research activities are linked to the Silesian Institute in Opava, where many of them previously worked.

Institute scientists work closely with experts from other departments of the Faculty of Public Policies and with the Faculty of Philosophy and Science in Opava Silesian University in Opava, especially with the Institute of Historical Sciences. Research contacts maintains Institute of Central European Studies and other departments of the Faculty of Public Policies also with a number of scientific and university centers in the Czech Republic (Institute for Contemporary History of the Academy of Sciences of the Czech Republic , Institute of History of Charles University in Prague ...) ,in Slovak Republic ( Faculty of Public Administration of the University of Pavol Jozef Safarik in Kosice, Slovak Academy of Sciences in Košice) and in Poland ( Uniwersytet Bre
