Course objectives
The course focuses on the creation, development and status of European administrative law (EAL), institutions, powers and working of these institutions under the administrative-legal field. The course discusses the sources, documents, charters of European governance. It touches the administrative justice, criminal administrative law in the EU, control, decision-making in public administration, method of control and supervision of European administrative law. The course also focuses on on the coherence of European administrative law with the Czech Republic and its direct impact on the CR. Additionally it mentions environmental law within the EU, which is under administrative law in the CR.

  • 1st Introduction, concept of administrative law, the concept and ways of looking at EAL
    2nd Basis, sources and principles of EAL
    3rd European Charter of Local Self-Government and the European Charter of Regional Self-Government
    4th The European Ombudsman, the power and activity of ombudsmen in some EU countries
    5th State service, status of officials in the Council of Europe and EU
    6th Administrative justice of some EU countries
    7th The process of decision-making in the public sector (example of some EU states)
    8th Control and supervision from the perspective of public administration theory
    9th European administrative law (criminal)
    10th EAL and its relationship to the Czech Republic
    11th Information law in the context of EAL
    12th Environmental Law in the EU

As a condition of admission to the final exam student will write an essay on selected topic and successfully pass a written test.
