Course objectives
The aim of the course is to present selected European (EU) labour markets and use several of them as examples to introduce the fundamental strategy applied in the fight of fight against unemployment and social exclusion.Students will thus expand on the course Labour market and employment policy completed as part of their bachelor’s degree programme.Attention is focused on social policy analysis, some selected labour markets, evaluation of the effectiveness of their active employment policy.An analysis of the EU’s economic conception which reflects mainly in the growth or decline of employment rate accounts for a significant share of the course.The course also includes issues of migration and migration policy of EU countries.Students are further taught to work with domestic and foreign resources on chosen topics, work with literature, present elaborated topics and prove themselves in discussion.
Learning outcomes
Professional knowledge:
Students will be well versed in the social and economic structure of selected EU countries, they will learn to work with foreign sources, they will be able to describe selected problem areas according to the specified criteria.
Professional skills:
Students will use the acquired expertise at work in external service institutions at domestic and Union level, gain an overview of modern methods and approaches to the work.They actively learn to present their processed outputs from analyses and can use them for organizational, presentational and analytical work.
General Qualification
Students use knowledge and overview of labour market issues in EU countries, demographic and social structure in professional work in the field of public administration, but also in the implementation of quantitative and qualitative research.
Syllabus
  • 1. Introduction to the course: definition of course content and objectives, familiarization with the literature and sources, defining some basic concepts and contexts, extending on the completed bachelor’s degree course.
  • 2. Economic policy of the EU.
  • 3. EU social policy, the basic stages of its formation, the Lisbon Strategy, the Europe 2020 strategy
  • 4. Legislative framework, Maastricht, Amsterdam Conference, Nice, Barcelona, Lisbon Strategy, White Papers.
  • 5. Employment policy in EU countries: examples from the Czech Republic, Poland, United Kingdom, Germany, Austria, Slovakia, etc.
  • 6. Examples of active employment policy in EU countries.
  • 7. Old and new EU countries and the labour market.
  • 8. Demographic and population policies in EU countries.
  • 9. Labour market and employment policy in EU countries and its solutions, long-term unemployment among selected population groups.
  • 10. Women unemployment, the problem of unemployment among middle-aged women, regional women unemployment.
  • 11. Migration, EU migration policy.
  • 12. The importance of structural policy for the development of the European labour market.

Assessment methods
The condition for completion of the course is writing a semester paper and passing a written test.The elaboration and defence of a term paper (in the scope of at least 7 standard pages) on a selected topic, a half-time test.Active participation in seminars (80%), consultation of selected topics.
