Public administration is service to the public, it is service of the state and its bodies, as well as municipalities and regions. Civil servants are those who are in public service that work towards the addressees of administrative acts. Entities requesting service expect professional approach and quality performance of administrative activities. Within framework of the entrusted tasks civil servants are bound by constitutional order, laws and other legislation including European Union legislation. Regarding to these facts it is required that system provides appropriate skills and experience to graduates for the performance of state administration. The aim of the paper is to answer the question what are reasons for the lack of experts in public administration. For research work of the (conference) paper authors made use of the methods like analysis, induction, and interview. The analytic method was used for the analysis of the current system of rule of law. Authors applied qualitative technique of data collection, particularly research interview. Moreover, both telephonic and personal interviews were carried out. This enabled to analyze respondents´ satisfaction with completed education and its practical application. Conclusion was drawn by the inductive method leading to the stand-point solution of the problem in view.
