In the context of the regional development, the word SMART in its narrow sense is usually connected with the word City, i.e. Smart City, which represents a concept of the developed city based on a sustainable economic development and a quality of life based on efficient utilization of human and social capital and modern information and communication technologies. In this article, the SMART concept will be presented in its broad sense from the perspective of the regional development, the objective being to delimit and identify the regions, elements and processes in which the SMART concept can be appropriately applied and developed in such a way that it promotes a general development in the regions in a positive sense and at the same time, it contributes to the increase of the standards and the quality of life of its population.
