Finanční stabilita obcí je velmi důležitým výchozím bodem pro dlouhodobě udržitelný rozvoj obcí, a existuje řada metodik pro stanovení této stability. Je velmi důležité, aby obce znaly současnou situaci a vývoj v průběhu let, aby se vyhnuly nepřiměřené zadluženosti, která může vytvářet rizika pro jejich hladký chod. Cílem tohoto příspěvku je představit proces vytváření webové aplikace pro stanovení finančního zdraví obcí v Moravskoslezském kraji z interdisciplinárního hlediska veřejných financí. Tato aplikace je založena na vyvinuté metodice tří skupin ukazatelů finančního zdraví, která vychází ze zadání projektu „Vytvoření metodiky a nástrojů pro sledování finančního zdraví obcí“. Vytvoření nástroje ve formě veřejně dostupné webové aplikace by mohlo usnadnit hodnocení finanční stability obcí, zejména na základě potřeb vlády nebo legislativních institucí.

The financial stability of municipalities is a very important starting point for the long-term sustainable development of municipalities. Numbers of methodologies exist to determine the financial stability of municipalities. It is very important for municipalities to know the current situation and developments over the years to avoid disproportionate indebtedness that can generate risks for smooth operations. The aim of this paper is to introduce the process of creating a web application for the determination of the financial health of municipalities in the Moravian-Silesian Region from an interdisciplinary perspective of public finance. This application is based on the developed methodology of three groups of financial health indicators according to the project "Creation of methodology and tools for monitoring the financial health of municipalities". The creation of an instrument in the form of a publicly available web application could facilitate the assessment of the financial stability of municipalities, mainly based on the needs of central government or legislative institutions.
