Abstract
Príspevok je venovaný vybraným problémom ústavnej koncepcie regionálnej samosprávy. Autor analyzuje vzťah samosprávneho kraja k obciam, vzťah štátu a samosprávneho kraja a jeho fungovanie ako formu výkonu verejnej moci na regionálnej úrovni. Autor skúma aktuálnu právnu úpravu, poukazuje na jej problémové oblasti a formuluje ich možné riešenia.
Abstract (in English)
The paper is devoted to selected problems of the constitutional concept of regional selfgovernment. The author analyzes the relationship of the self-governing region to municipalities, the relationship of the state and the self-governing region and its functioning as a form of exercise of public power at the regional level. The author examines the current legal regulation in these areas, points out its problem areas, and subsequently formulates their possible solutions, which he justifies by reasoning
