Součástí knihy „Opavský kongres 1820 a politika Svaté aliance mezi časy“ je i kapitola „O kongresu opavském, aneb když rozum, spravedlnost a humanita nevládnou“. Předmětem jejího zájmu je francouzský baron Louis¬-Pierre-Édouard Bignon, pověstný tribun evropského konstitucionalismu, kritik konzervativní a „kongresové“ politiky Svaté aliance. Právě on byl autorem prvního teoretického spisu reflektujícího výsledky jednání Opavského kongresu Svaté aliance z roku 1820. Kapitola se zabývá stěžejními myšlenkami Bignonovy knihy „Du congrès de Troppau ou Examen des prétentions des monarchies absolues à l’égard de la monarchie constitutionnelle de Naples“ [O kongresu opavském aneb přezkum nároků absolutistických monarchií vůči konstituční monarchii v Neapoli], analyticky hodnotí obraz Opavského kongresu v Bignonově pojetí a mapuje jeho ideologická východiska či motivy k sepsání této knihy.

The book “Congress of Troppau 1820 and the Politics of the Holy Alliance between Times” also includes the chapter “On the Congress of Troppau [Opava], or When Reason, Justice and Humanity Do Not Rule. The Accuser Baron Bignon, the Tribune of European Constitutionalism”. The object of interest is the French baron Louis-Pierre-Édouard Bignon (1771–1841), the famous tribune of European constitutionalism, a critic of the conservative and “congress” politics of the Holy Alliance. He was the author of the first theoretical analysis reflecting the results of the proceedings of the Troppau Congress of the Holy Alliance from 1820. The chapter deals with the core ideas of Bignon's book „Du congrès de Troppau ou Examen des prétentions des monarchies absolues à l’égard de la monarchie constitutionnelle de Naples“ [About the Congress of Troppau, or a Review of the Claims of Absolutist Monarchies Against the Constitutional Monarchy in Naples] and analytically evaluates the image of the Congress in Opava (Troppau) in Bignon's view. Author analyses Bignon's ideological starting points or motives for writing this book.
