Course objectives
The aim of the subject is to present the individual areas of processes of project management related to the whole evaluation of public programmes as the tools of public policies. The subject provides the findings concerning methodology of management and evaluation of projects but also findings concerning the process approach with focus on general applicability of studied approaches and methods of which applicability will be demonstrated on the examples of good practice selected from the foreign and domestic public programmes. They study reflects the contemporary trends in implementation of project management in public administration of the European countries. After passing the subject, the students will be able to apply the gained theoretical knowledge and practical skills to analysis of public programmes. They will be familiar with the issue of project management and will be able to organize and coordinate the projects at the national as well as international level, to define the project aims and determine the target groups, to optimize the sources by usage of information applications. Thanks to the modern teaching methods (mind maps, project-based learning, interactive teaching objects and practical knowledge of work in applications), the students will enhance their key professionally-orientated competences (ethical, communicative, problem-solving related, managerial and ICT).
Syllabus
  • 1. Introduction to the subject: delimitation of the aim and content of the subject, presentation of the literature and sources, definition of some terms and connections.
    2. Methodology of project management and evaluation.
    3. SWOT analysis of a model project.
    4. Principles of application of process approach to the project management in each of the stages of the implementation.
    5. Measuring of quality and efficiency of individual processes, principles of improvement of the processes in project management in each of the stages of the implementation.
    6. Comparison and the overall evaluation of the international public programmes as the tools of public policies in the Central European countries.
    7. Comparison and the overall evaluation of the national public programmes in the Central European countries.
    8. International scientific-research projects, comparison within the Central European countries.
    9. Implementation of the project management within the organizational structures.
    10. Methods and processes applied to management.
    11. Modern ICT and application support in project and process management, comparison of distributed funds provided in the frame of global networks.
