Course objectives
The aim of the lectures is to introduce the basic knowledge of the theory and practice of local government units funding and the application of practical knowledge and experience with local and regional budgets in the Czech Republic, incl. ties to the national budget, state funds and the EU budget.
Learning outcomes
Professional Knowledge
Students learn the method of financing public administration through the structure of public budgets, the specialized terminology used in public finances, methods of monitoring and classification of financial transactions in public budgets and the specifics of individual public budgets in terms of the creation of resources, focus of expenses and other rules.
Professional Skills
Students can describe financial transactions in public budgets, characterize legislative conditions of management in public budgets, recognize the basic parameters of economic management in public budgets, they can design a budget proposal in selected cases.
General Qualification
Students will be able to assess the basic legal and factual context of the proposal, evaluation, balancedness, etc. of public budgets.
