Course objectives

The course builds on the knowledge of theory of management of public administration, historical and political geografy of political and legal systems and modern history of Central European countries. Its aim is to describe the fundamental institutions and principles of systems of public administration in Central Europe, ie in the so-called the Visegrad Group Countries, in Germany and Austria. There will be briefly mentioned changes of public administration since 1945, then the present structure and functioning of state administration and self-government at the local, regional and national level, the relationship of local and central authorities and the process of public administration reform since the early 90ies of the 20th century. Attention will be paid to the role of public administration in process of transformation in post-communist countries, their integration into European structures and the current state and perspectives of regional and cross-border cooperation between Central European countries, the Visegrad Group Countries, the Council of Europe and the European Union.

Teacher's information

Students will understand and be able to explain the differences between the functioning of public administration in democratic and non-democratic regimes, to focus on the structure and activity of the current state and local governments, perspectives and objectives of the ongoing reforms of public administration and possibilities of cooperation between Central European countries.
