Course objectives
The effort of the subject is to outline the main periods and problems of the development of the area of Central Europe in the 19th and 20th century. The emphasis is put on clarification of the whole complex of relations determining the character of conflicts as well as cooperation of communities living in the Central European region in various areas. The students acquire basic overview of profiling tendencies and features of formation of social, national and political affairs in this area as well as of development of public administration in this context.
Syllabus
  • 1. Basic conceptions and approaches to the phenomenon of Central Europe.
    2. "Long" 19th and "short" 20th century -main trends and milestones of political and social development of Central Europe.
    3. Formation of modern nations in multinational states.
    4. Genesis of Central European model of public administration and beginnings of public policy in Central Europe (selected examples - social and education policy).
    5. Central Europe between wars (new power and political organization of the region, its changes, main conflicts, rise of totalitarian ideologies and dismantling of democracy).
    6. Basic problems and features of public administration and public policy in democratic, authoritative and totalitarian regimes of Central Europe
    7. Sovietisation and de-Stalinization of Central Europe after WWII (1945-1969).
    8. Ambitions and uncertainties of Central European communist regimes in 70´s and 80´s of the 20th century (neo- Stalinism and reforms).
    9. Main trends of development of public administration in Soviet satellites after WWII, role of state administration, elimination of autonomy and interest groups.
    10. Sovietisation of Central European social state at the example of Czechoslovakia.
    11. From socialism to capitalism, decline of communist regimes and transition of Central European countries.
    12. Selected problems of reforms of public administration, social and public policy in Central Europe after 1989.
