Course objectives (in Czech)
The aim of the course is to make one familiar with the fundamental principles of financing the development projects and to learn the necessary skills while processing them. We are dealing here mainly with: - Principles and methods of financing the development projects - Principles for the preparation and contents of the project documents - Knowledge of the principles of support mechanisms in the Czech Republic and in the EU - The modification of the procedure while implementing the project in the entrepreneurial and municipal sphere. The seminary component is oriented on acquiring the specific skills in the preparation of the development projects.

  • 1. The position of the development projects
    Project as a part of the implementation of the development strategy of the entrepreneur, region and municipality. General characteristics of the project. The classification of the projects.
    2. The principles of setting up the project
    Fundamental requirements for the project. Interest groups and project manager. The diagram of project management.
    3. The phases of the management of the project
    Initiation and planning, time schedule. The analysis of the objectives, problems and strategies. The balance of the management of the investment process - activities and partners.
    4. 4. The preparation and implementation of the project
    The identification of entrepreneurial opportunities (opportunity study). The pre-feasibility study. Feasibility study. Investments phase. Operation phase.
    5. Feasibility study
    The character and contents. Marketing aspects. Production aspects. Human resources. Organization and management.
    5. 6. Financial aspects of the solution of the feasibility study
    Criteria of the evaluation of the economic efficiency. The payment period. Resources of financing. Cash flows. Economic efficiency and financial stability of the project.
    6. 7. Multi-resource financing of projects
    The principles of multi-resource financing. PPP - private public partnership. Supportive financial means in the conditions of the Czech Republic and in the EU.
    8. Finance application
    Electronic application. ELZA. Benefit.
    9. Project documentation.
    Necessary supplements of the project. Specific supplements of the project. Formal requisites. The analysis of contributions and costs.
    7. 10. Specifications of the projects of non- entrepreneurial subjects
    Specifications of the municipal projects. Projects of the non-profit organizations. Placing public contracts in the Czech Republic and in the EU. The selection and evaluation of the contractor. The contents of the contracts.
    11. Implementation and evaluation of the project
    The phases of the solution. The continuous evaluation of the implementation. Internal evaluation. Corrective measures.

    The methods of the evaluation of the project. The contents and form of the evaluation. Factual and financial audit. The relation of the evaluation of the project to the making use of budget costs.
    13. Best practices and case studies
    Examples of the development projects in the North-Moravian region and in the Czech Republic. Examples of using the EU funds (structural, social).
