Course objectives (in Czech)
The aim of the course is to get students acquainted with the monetary policy of the European Union. It covers topics such as the monetary integration in the European Union, monetary policy and monetary processes in EMU, institutional framework of single monetary policy of EU, its tools, operative procedures, opportunities and consequences as well as strategy, aims and effects of ECB s monetary policy.
Syllabus (in Czech)
  • Structure of the Course:
    1. Monetary integration in Europe
    The attempts at monetary integration in the 19th century and integration in the 20th century. The Werner Report, European Monetary System, the Delors Report. Incidence of the Maastricht Agreement.
    2. Institutional and legal framework of EMU
    The Agreement of European Community and the Statute of the ESCB and ECB. The legal acts of EU. The objectives of the ESCB, ECB and the national central banks. The organizational structure of the ESCB.
    3. EMU and single monetary policy
    The state and the objective of ECB. The single monetary policy. The objectives of the monetary policy of EU.
    4. Monetary policy strategy and monetary policy of ECB
    The main objective of monetary policy. The transmission mechanismus of monetary policy. The objective of monetary strategy. Two pillars of monetary strategy.
    5. Tools of ECB
    Open-market operations, refinancing facility, deposit facility, minimum reserves.
    6. Criteria of monetary policy
    The balance sheet of ECB, monetary survey, intermediate criteria and indicators, monetary base and money stock, interest rates.
    7. Countries in Central Europe and EMU
    Integration and convergence in the monetary sphere. Acts of the Central Banks. EMU and monetary policy of CNB.. Monetary and foreign-exchange policy of countries in Central Europe before and after joining EU.
