Course objectives
The basic overview of the development of administration in the Czech Lands (Czechoslovakia) as a prerequisite for the orientation in the system of administration and its sectors, state administration and local government, in particular historical periods as a basic frame for deeper understanding of modern administration system. The presentation puts emphasis on factual account regarding the territorial development and administration division of the Czech state and individual countries (Bohemia, Moravia, Silesia, etc.) in political and cultural context, it is organised in factual chronological blocks: administration of the Czech state from the 10century (royal, estate, financial, judicial - after the year 1526 with regard to the central administration of the Habsburg Empire), particular administration until the year 1848 (urban, patrimonial, ecclesiastic), administration systems of the Austrian state in the years 1848-1918 with emphasis on the Czech lands (constitutional development, political administration, local government, organisation of justice), administration system of Czechoslovakia in the years 1918-1938 (constitutional development, legislative and executive power, political administration, local government, judicial organisation), administration in the years 1938-1945 (emigration government, the area of Protectorate, so called Sudetenland), administration system in Czechoslovakia and the Czech Republic after the year 1945 (constitutional development, legislative and executive power, national committees on particular territorially administrative levels, justice)

  • 1. Introduction to the course, literature.
    2. Territorially administrative development of the Czech Lands from the beginning of the statehood until the year 1992.
    3. ? 7. Administrative development of the Czech lands:
    - Principality period (until the year 1197)
    - Royal period (1197-1419/20)
    - Hussite period
    - Estate monarchy (half of the 15 century ? 1627/8)
    - Absolutism/enlightened absolutism (1627/8 ? 1848)
    8. Particular administration in the Czech Lands until the year 1848.
    9. Administrative development of the Czech Lands in the years 1848-1918 on the background of the development of the Austrian/Austro-Hungarian state (constitutional development, state administration, self-government, judiciary).
    10. Administrative development of Czechoslovakia in the years 1918-1938.
    11. Administrative development of the Czech Lands in the years 1938-1945.
    12. Administrative development of Czechoslovakia in the years 1945-1989/92.
