Course objectives
The aim of the course is to introduce the student to the problems of public administration, administrative science and state science. The student will be acquainted with the basic theoretical approaches and concepts, the main development trends of the public administration system in a broader context. The aim of the course is to increase students' orientation in individual institutions of public administration, organizational principles and basic models of public administration at local, regional and state level, the creation of the European administrative area and public administration reforms in recent decades. In these contexts, the processes of decision-making, evaluation and control in state and local government, as well as administrative policy, personnel and ethical issues, will be examined, both within the European Union and in other countries (USA, Canada, Australia, etc.). The seminars focus on selected issues of thinking about the state, public authority and government, local governance, regionalism and administrative reform, bureaucracy and ethics in public administration in liberal democracies. The interdisciplinary nature of the subject and the need for a comparative approach and for tracing the social, legal and political contexts of the operation of public administration will be emphasized in the teaching. Students will be able to orientate themselves in contemporary administrative systems, institutions and processes, in basic documents and in the actual activities of public administration and self-government in international scale.
Learning outcomes
Professional knowledge: students demonstrate knowledge of basic source texts in the field of public administration theory, administrative science and state science. They will demonstrate knowledge of existing research, theoretical backgrounds and their application to public administration in a variety of countries, and will be able to distinguish basic models according to different typologies. Students will understand the theoretical approaches, issues and concepts in public administration, administrative science and state science. Students will understand the social, legal and political contexts in relation to public administration. Professional skills. They are able to explain the form and functioning of contemporary institutions of public administration in the light of historical development and the main trends in the development of the public administration system. They are able to apply theoretical knowledge, interpret key phenomena related to the basic models of public administration and put them into their interrelationships. Students are able to locate and sort relevant information and based on defined methodological, formal and content conditions.
