Course objectives
The aim of the course is to familiarize students with the institution of fundamental rights and freedoms in a democratic state and to master the basic components of its content. In the context of the origin and development of human and civil rights, including their expression in international documents/treaties, students will be introduced to the constitutional concept of this institution as contained in the Charter of Fundamental Rights and Freedoms, which is part of the Czech constitutional order. Special attention will be given to the position of political rights in public administration, as well as to the position of economic, social, and cultural rights as part of the state's social policy. Students will also grasp the essence and importance of personal rights belonging to individuals in society and will become acquainted with the rights of national minorities and ethnic groups in the Czech Republic. The final part of the course will be devoted to the protection of human rights in the Czech context through the institution of the Ombudsman and general courts. Special attention will be focused on the protection of fundamental rights before the Constitutional Court of the Czech Republic.
Learning outcomes
Subject Knowledge: By the end of this course, the student will be able to understand the basic issues of human rights protection in relation to public administration. They will be able to use fundamental terms and will be familiar with the principles that are significant for human rights and their protection. By the end of this course, the student will be able to apply basic knowledge in practice in connection with their field of study. The student will gain knowledge about the importance of human rights in public administration, including the international and European context.

Assessment methods
- The test - The exam consists of 10 open questions. - Each question is scored with 6 points - A total of 60 points can be obtained for the test. - The exam is written. - All printed study materials may be used for the examination. Overall assessment  A → 60-55 points  B → 54-50 points  C → 49-45 points  D → 44-40 points  E → 39-30 points  F → less than 30 points

Teacher's information
Contact teaching is conducted through a system of discussion-based consultations on selected topics, covering a total of 12 hours. The combined part of the study is carried out within the e-learning course environment on the e-portal http://elearning.fvp.slu.cz/, where individual tutorials are conducted according to the overview of the material being covered and under the guidance of the instructor. This environment also provides students with individual consultations on selected problem areas while working on the topics and objectives of their thesis. An electronic study aid is published here for the course.
