- Course objectives
- The aim of the lessons of the course Evaluation of Public Policy is to deepen the knowledge of process of creation of public policy and to learn the findings concerning the importance and practical implementation of the evaluation in the improvement of this process. The lessons are focused on detailed analysis of evaluation and monitoring as the stage of the process of public policy creation, and on introduction of theoretical as well as practical content and frame of evaluation, its methods and techniques and applicability in various topical fields of public policy. The content of the lectures is linked to the matter of theory of public policy, individual sectional policies and mainly to the whole process of public policy creation.

- 1. Monitoring and evaluation. Evaluation - definition of the term.
2. Indicators, features and classification of the indicators.
3. Types of evaluation (ex-ante, intermediate, ex-post)
4. Evaluation procedure. Management of evaluation. Phases of evaluation.
5. Projecting and planning of evaluation. Assignment of evaluation, criteria of evaluation, evaluation questions.
6. Possible design of evaluation, choice of methodology and process of data collecting, interpretation of data, choice of outcomes of evaluation.
7. Data collecting. Primary and secondary data. Quantitative and qualitative data.
8. Analysis and data interpretation. Methods and techniques of evaluation of various interventions.
9. Preliminary conclusions, discussion, participation evaluation. Preparation of final report.
10. Discussion on application of recommendation. Application of evaluations in various topical fields.
11. Management and quality control of evaluation.
12. Building the evaluation capacities. Institutionalisation of evaluations.
