Course objectives
The course familiarizes with the laws on municipalities and regions in the Czech Republic.The introduction focuses on basic administrative division, legal norms and principles of public administration.Later parts focus on the organization and structuring of public administration.The fundamental part focuses on local and regional governments, their status, legislation, bodies, jurisdictions and powers, method of oversight, supervision over the exercise of independent and delegated competences, cooperation of municipalities and regions.It also mentions the special status of the capital city of Prague and statutory cities.At the end, it focuses on the subject of elections in regions and municipalities, judicial protection in matters of elections and local referenda.
Learning outcomes
Professional Knowledge
The course introduces students to the activities of local government units, with the authorities and their powers, legislation and interpretation of selected concepts in the field of public administration and administrative law.Students will gain knowledge and skills in the scope of activities of public corporations, they will be able to use them in practice.Similarly, they will be well versed in the competences of councillors in local governments, the budget process, economic management.They will be acquainted with the decision-making competences of public corporation clerks in the exercise of public administration and with their accountability. Students can explain and apply the knowledge acquired by their study of special areas of public administration.

Students will gain knowledge and skills in the scope of activities of public corporations, they will be able to use them in practice.Similarly, they will be well versed in the competences of councillors in local governments, the budget process, economic management.They will be acquainted with the decision-making competences of public corporation clerks in the exercise of public administration and with their accountability.
General Qualification
Students will be able to use and apply the acquired information and knowledge in practice, both in the field of independent competence, and as a council member of the public corporation, as well as in the performance of public administration in selected sectors of the public administration.

  • 6. Supervision of the exercise of self-governing and delegated powers, municipal legislation,
  • 7. Municipal government.Authorities, powers and jurisdiction,
  • 8. Regional self-government.Competence of the regions,
  • 9. Supervision of the exercise of self-governing and delegated powers, regional legislation,
  • 10. Right to information in public administration.
  • 11. Regional cooperation and cooperation between municipalities, association of municipalities, municipal police.
  • 12. Regional elections, elections to municipal councils, local referendum.

Assessment methods
Submission and defence of a term paper on a selected topic, continuous testing, participation in the seminar component of at least 70%, exam consisting of written and oral parts.
