- Course objectives
- The subject deals with the fundamental characteristics of public economics and proceeds from the principal theories from the area of economy, public sector and public finances. The aim is to give an idea of the theoretical grounds of the state´s role in mixed economy, of position of individual sectors, and to state the targets and tools of fiscal policy, the issue of fiscal disequilibrium and its solving in the period of debt crisis, when specifying the national particularities of the Central European countries. At the same time, the developmental aspect and the changes of economic systems are emphasized.

- 1. Introduction to economics and theory of public sector, structure of national economy. Private and non-profit sector.
2. Role of a state in mixed economy.
3. Public sector.
4. Public goods and means of their provision.
5. Externality.
6. Basics of public finances.
7. Fiscal policy.
8. Budget as a fundamental tools of fiscal policy.
9. Public finances in the Central European countries (similarities vs. national particularities).
10. Fiscal disequilibrium and possibilities of state intervention.
11. Debt crisis from the point of view of the Central European countries.
12. Government failure and the third sector.
