The course is offered to students of any study field.
Course objectives
The aim of the course is to apprise students with the managerial aspects and structure of public administration as an important area of social life. There is a fundamental motion from the traditional bureaucratic approach to public administration to managerial approach of public administration. We will characterize the management approach in public administration as a key factor of its quality and effectiveness, and present a perspective, contemporary advanced management concepts that can be used in public administration. Students will systematize a range of management methods, procedures and tools that are necessary for managerial practices of organizations and institutions, public administration and social policy.

  • 1st Managerial aspects of public administration. Task and operating environment of contemporary organizations and public institutions
    2nd Structuring of management, aims of management, goals and objectives. Managerial functions, roles and activities
    3rd Organizational, institutional and managerial effectiveness
    4th New trends in the management of public administration
    5th Normative and strategic public management. Implementation of strategies, plans, programs, projects and practices
    6th Operating and general management of public organizations and institutions
    7th Managerial decision making and problem solving
    8th Management methods, techniques and skills,
    9th Management and leadership. Personnel management and human resources management in public administration
    10th Other specific areas and activities of management in public administration
    11th Self-management of executives managers and the development of managerial competencies
    12th Formation of a new culture of organizations and public institutions

For obtaining a credit it is necessary to prepare and present a short essay about an application of particular management process in the selected organization of public administration.
