Course objectives
The course introduces community planning of social services as a method of social work supporting efforts to ensure the quality and availability of social services in the defined territory. The course first focuses on the objectives, background and context of community social service planning. Attention is also paid to the key characteristics of the social services system in the Czech Republic. Subsequently, the background of community planning of social services, the procedures used in it, its individual components and the phases of its implementation are presented.
Learning outcomes
Professional Knowledge:
Students acquire and demonstrate knowledge of basic issues of the legislative basis for social services in the Czech Republic and methods directed at achieving quality and availability in the area of provision of social services.
Professional Skills
Students are well versed in legislation governing the provision of social services in the Czech Republic, can implement the method of community planning as a tool to ensure local and type availability of social services.They can also navigate the issue of defining and implementing social services quality standards as one of the methods of ensuring the quality of social services, social services inspection, legislative anchoring of social services quality standards and creation of medium-term plans for the development of social services in the Czech Republic.
General Qualification
Students are able to virtually participate in the creation of medium-term plans of social services at local and regional levels and in the development and implementation of quality standards for individual social services providers.At the same time, the methods of the course will encourage the development of critical thinking, creativity and the students' ability to make decisions independently and responsibly.
Syllabus
  • 1. Social services and other public services and the key dilemma surrounding their provision.
  • 2. The role of public administration institutions in the provision of public services, the prerequisites for the performance of entrusted agendas and the measures applied in their performance.
  • 3. Participatory approaches in public administration and community planning. Community and community work. Basic characteristics and definitions of community planning of social services. Selected models and approaches to community planning.
  • 4. Community planning and typology of social services. Determining the network of social services. Community planning and determining the network of social services.
  • 5. Community planning from the perspective of Czech law. Stakeholders of social services community planning. Basic principles of community planning of social services.
  • 6. Accessibility of social services. The needs of users of social services. Assessing the needs of users of social services. Participation in the community planning process.
  • 7. Phases and processes of community planning - preparatory phase. 8. Phases and processes of community planning - analytical and descriptive phase.
  • 9. Phases and processes of community planning - planning phase, implementation phase.
  • 10. Evaluation of community planning of social services. Public participation in community planning.
  • 11. Users of social services as key actors in the community planning process. Involving users in the community planning process. Example of participation of users in decision-making processes in the field of financing of social services at the municipal level.
  • 12. New approaches to assessing the needs of users of social services. Focus groups. New assessment of needs.
