Course objectives
The aim of this subject is to deepen knowledge of the subject of economics and to clarify the theoretical basis of public economics. The goal of this subject is to familiarize students with the basic knowledge relating to the public sector and role of the state in a mixed economy. It introduces students to individual sectors of the public economy.
Learning outcomes (in Czech)
Student bude schopen vysvětlit podstatu a roli veřejného sektoru v národním hospodářství a jeho vymezení podle metodiky ESA, porozumí příčinám jeho existence v kontextu smíšené ekonomiky a selhání trhu, vysvětlí vztah veřejného a soukromého sektoru včetně forem spolupráce a partnerství, porozumí principům efektivnosti ve veřejném sektoru a bude schopen rozlišit alokační, produkční a společenskou efektivnost a aplikovat metodologii 3E, identifikuje faktory ovlivňující efektivnost a využije základní metody hodnocení veřejných projektů včetně analýzy nákladů a přínosů, vysvětlí strukturu potřeb společnosti a orientuje se v jednotlivých odvětvích veřejného sektoru, popíše roli státu a fungování státní správy, justice, policie a obrany včetně jejich financování a legislativního rámce, získá přehled o organizaci a financování vědy a výzkumu a vysvětlí význam veřejného sektoru pro ekonomický rozvoj, porozumí významu vzdělávání, jeho formám a financování a roli státu ve vzdělávací politice, orientuje se ve fungování zdravotnictví a sociálního zabezpečení včetně jejich financování a základních modelů, vysvětlí význam kultury, rozliší druhy kulturních statků a orientuje se v nástrojích kulturní politiky a financování.
