Course objectives
The aim of the subject is to provide the basic factual information so that the graduate will be able to orientate in the issue of self-government, which enable him/her better to establish the necessary contacts with these authorities. Self-government institutions, non-profit organizations and community-based organizations are often included in so-called non-business organizations. However, their management system must, as in the case of business organizations, fulfill their own social function and thus achieve the stated goals. Therefore, they have to respect and apply the same principles of management. Moreover, a lot of factors influence the functioning of these organizations, namely political and power ones. Therefore, theoretical and practical knowledge about the functioning of self-government in the Czech Republic is necessary, including possible managerial approaches, suitable for application in the conditions of municipal and regional management. These include, in particular, planning issues and organizational changes with respect to the performance of institution.
Learning outcomes
The student can orientate himself in what self-government and state administration are, what their competences are and how they are reflected in the everyday functioning of a municipality/region. He can work with the basic legislative framework (especially the Act on Municipalities, Regions) and transfer specific duties and responsibilities for the office and elected bodies from it. He can distinguish and use operational vs. strategic management, prepare a simple planning and decision-making procedure, set up cooperation between politicians and officials and choose appropriate management methods in a public organization. He practically masters the basics of communication with the public (citizen involvement, working with public opinion, public control) and can choose appropriate communication. He can organize work in the office in basic situations, act professionally and ethically. He can participate in the preparation of a territorial development strategy and understands the link between the strategy and spatial planning (spatial plan, regulatory plan, urban study). He/she is familiar with the territorial aspects of public finances (budget, revenues and expenditures, assets) and is able to preliminarily assess when it makes sense to consider PPP and what risks it carries. He/she knows the basic framework of crisis management in the municipality/region (types of crises, roles of institutions, principles of functioning of the IRS) and what this means for the preparedness of the authority.
Syllabus

1. Definition of self-government and state administration

Explanation of basic concepts, their definitions and significance. Historical development of self-government in the Czech Republic. Differentiation of the position of state administration and self-government. Fundamentals of management of non-business organizations according to the characteristics of their operation.

2. Fundamentals of the theory and practice of management of municipalities and regions

Principles of functioning of municipalities and regions. Definition of basic managerial functions of their division into groups. Analysis of the application of possible management methods.

3. Legislative support of self-government activities and obligations of municipalities and regions arising from legislation

Explanation of principles arising from Acts No. 128/2000 Coll. [Act on Municipalities], No. 129/2000 Coll. [Act on Regions] and No. 248/2000 Coll. [On Support of Regions]. Fulfillment of basic tasks of municipalities and regions set by law (care for education, healthcare, transport, support for employment and entrepreneurship).

4. Operational and strategic management of municipalities and regions, communication with the public

Application of methods of planning, decision-making, leadership of people. Explanation of the decision-making and planning process in the system of personnel work of municipalities and regions. The content of the work of elected representatives and local government officials, the career of officials. Communication with the public and the role of public control. Concept, process, forms and problems of communication with the public. Public opinion - characteristics, research, development.

5. Basic knowledge and skills of local government employees

Concept of career, career planning and management, its stages. Types of communication, rhetoric, self-presentation. System of conducting meetings and main principles of time-management. Management of stress and conflicts. Morality of public officials, codes of ethics of local government. The role and need for changes and preparation of workers for changes, political culture of organizations.

6. The role of local government in the development of the entrusted territorial unit

Creation of a long-term concept (strategy) of the territory. System of elaboration of the strategy of the territorial unit. Setting priorities of the territorial strategy and comparison with the corporate strategy. Importance and creation of the territorial plan of municipalities and regions.

Status of the territorial plan and territorial planning documents. Description of territorial planning tools (regulatory plan, urban study).

7. Territorial aspects of public finances

Status of local territorial self-government and its relationship to finances. Financial management of municipalities. Revenues and expenditures of municipal budgets and their assets. Status, essence and use of the "PPP" method for financing municipal projects. Definition, application and importance of the PPP method. Analysis of its advantages, risks and disadvantages.

8. Crisis management in public administration

Basic concepts - causes of crises, characteristics of natural disasters. Characteristics of terror, disasters, technical accidents, solution procedures. Creation of a unified integrated rescue system.
