Prerequisites
A prerequisite for successful completion of this course is 50% attendance at seminars, processing and defense seminar work and successful master of the examination.

The course is offered to students of any study field.
Course objectives
The aim of the course is to introduce the principles of EU law, its legal sources, procedure of creating and passing all relative documents, their application in practice, enforcement of law and using enforcing instruments of European Union in relation to member states.
Syllabus
  • 1. Formation and characterization of EC, EU, European integration and primary law of EC (EU)
    2. Principle of supranationalism, institutional position in supranational organization
    3. European Commission
    4. Council of European Union, European Council
    5. European Parliament
    6. European Court of Justice, Court of the First instance
    7. Relations among institutions, decision-making process
    8. Communitarian law enforcement, enforcing instruments of European Community in relation to member states
    9. Communitarian law interpretation
    10. European Central Bank (ECB), The European Investment Bank (EIB)
    11. EC budget
    12. Common market - the internal market, trade relations within the EU
    13. EC development - constitution and federalization
    1. Formation and characterization of EC, the emergence of the EU. European integration efforts. The developments since 1951 (Treaty of Maastricht on European Union, Treaty of Nice etc.)
    2. Principle of supranationalism, institutional position in supranational organization. Legal personality of the EC and the EU. Principle of subsidiarity.
    3. European Commission and initiative, executive and control power. Composition of the commission (commissioners, Directorates-General), independence of Commission members.
    4. Council of European Union as legislative authority EU. The composition and decision making. European Council as the supreme body of the EU.
    5. Composition and powers European Parliament. Development and status of the European Parliament in the system of EU institutions.
    6. Function of Court of Justice of the European Union, the General Court and the Civil Service Tribunal. Composition, powers and jurisdiction.
    7. Sources of EU law, relations among institutions. Decision-making process (Council of European Union, European Parliament). Democratic deficit in the European Union.
    8. Control power of the Commission with a combination of powers Court of Justice. Types of proceedings before the Court of Justice, the General Court. Recourse of States and individuals who fail to respect of the EU law.
    9. Interpretation of law by the Court of Justice of the European Union, ensure a uniform interpretation of law of the EU, a preliminary ruling.
    10. Tasks, organization, location of the European central Bank and the European Investment Bank.
    11. The specific nature of the EU budget. The structure of income and expenditure approval system. Burden on member states. Court of Auditors.
    12. The four fundamental freedoms of the internal market, free movement of goods, persons, services and capital.
    13. EU development, Charter of Fundamental Rights of the European Union, Treaty of Lisbon, protection of fundamental human rights in the EU.
