Course objectives
The course is aimed to provide theoretical knowledge and practical knowledge in the form of a systematic review of the functioning of government in the country. At the same are discussed and practiced some specific management approaches, in terms of management of municipalities and counties. The aim of the course is to provide basic factual information so that he could graduate to discuss issues of autonomy, allowing them to better establish the necessary contacts with them. Government institutions, NGOs and community organizations are often included in the non-business organizations. However, the system must perform as well as business organizations their own social mission and thus achieve their goals. It must therefore respect the same principles and apply the general principles of management, but in addition has on the functioning of these organizations influenced by many other factors, especially political and power. Therefore, it is necessary theoretical knowledge and practical knowledge about the functioning of government in the Czech Republic, including possible management approaches, suitable for application in the management of municipalities and regions. These include the planning, implementing necessary organizational changes with regard to the performance of the organization.
Syllabus
  • Content:
    1. The basic concepts. Historical Development Authority of the Czech Republic. Principles of Management of non-business organizations according to the characteristics of their action.
    2. Legislative support government activities.
    3. Fundamentals of the theory and practice of municipalities and regions, the principles of their functioning.
    4. Responsibilities of municipalities and regions resulting from legislation.
    5. Operational and strategic management of municipalities and regions, the use of methods of planning, decision making, leadership.
    6. The role of government in the development of the entrusted administrative unit, making long-term vision [strategy] territory.
    7. The importance of creating a zoning municipalities and regions.
    8. Position, the nature and methods of use "PPP".
    9. Morale public officials, ethical codes of self-government.
    10.Finance territorial self-government and territorial aspects of public finances.
    11.The basic knowledge and skills of local government.
    12.Communication with the public and the role of public control.
    13.Crisis management in public administration.
