This paper focuses on the implementation of the Code of Ethics to prevent corruption behavior at the basic level of state and local governments. The theoretical part is based on an analysis of government documents especially The Action plans for fighting against corruption, for selected years (2015 - 2017). These are so - called soft factors and their violations can be sanctioned only within the labor relation. So far there has not been created a uniform methodology for the application of the Code of Ethics at the basic level of state and local governments. The aim of the questionnaire is to find out w hether the respondents applied the Code of Ethics at workplace and whether it can prevent corrupt practices of civil servants and local government officials in public administration. The government intention for 2017 year is the approval of the new law on protection of whistleblowers. The partial aim is to find out whether civil servants and local government officials were informed about this legislative process and the role of whistleblowers in the public service.
