The position of employees in public administration is a discussed issue in today's society. This situation is to some extent caused, among other things, by a general ignorance of the basic requirements in terms of the law and obligations of employees who perform state administration as a service to the public. Public opinion on the ease of their performance is supported, among other things, by media reports that describe negative findings in this area rather than positive reports. The paper essentially points out the complexity and responsibility of this profession in terms of education and entitlements, especially in terms of the law, which are placed on them. The methods used for the needs of the article are based on an overall analysis of the issue, in connection with a marginal comparison of this position at the state and self-governing level. Within the above, the method of deduction is also used to define the risks arising from the exercise of the civil servants´ profession.
