N2  - The article provides analysis of the needs of selected target groups (people with autistic disorders and people with mental illnesses) in the city Opava. The article starts with defining the term community planning of the social services and the needs of users in the context of social services community planning and provision. The main part of the article is the description of a research project called Analysis of the needs of selected target groups in the city Opava as a means to support social inclusion in the context of social work, which has been requested by the city Opava and conducted by academics at Faculty of public policies at Silesian university in Opava. The goal of the project was to present relevant and empirical information to evaluate needs of selected target groups of the social and related services that served as one of the grounds for Community plan for development of social and related services in the city Opava for years 2017-2021.
