The expected changes in the structure of the population affect not only the pension system, but will also affect the range, level and quality of the provision of social services and health care. There are only limited discussions about these consequences so far, but solving the expected consequences resulting from the aging of the population will be significantly more challenging in these systems than reaching an agreement on the form of pension reform. The aim of this contribution is therefore to characterize the main problems of the social services sector at the present time and, on this basis, to propose a series of systemic changes in the field of their financing and organization in order to create basic economic mechanisms that would stimulate social service providers to increase the range of services provided to local level in accordance with the needs of individual regions. All the analyzes carried out so far indicate that if it is possible to set up optimal economic mechanisms for financing and managing social services, social services can become the most dynamically developing sector of the national economy in the coming years.
