Course objectives
The course focuses on the origin, evolution and current state of European administrative law (ESP).Students acquire an overview of authorized institutions, their powers, responsibilities and jurisdictions in the areas of administrative law.The discussion deals with sources of law, documents, charters of European administration, decision-making powers of administrative bodies, administrative judiciary, criminal administrative law in the European Union (EU).The discussion focuses on the oversight, method of oversight and supervision of European administrative law.The discussion pays attention to the interdependence of European administrative law and administrative law of the Czech Republic.Additionally, the environmental law in the EU is mentioned as well.
Learning outcomes
Professional Knowledge
Students gain information and expertise on the issue of the administrative process in the exercise of public affairs in the EU.They will understand the various activities of administrative institutions of the EU, as well as be able to assess the legitimacy of the use of their powers.They will be able to navigate critical issues of the binding nature of legislation in relation to the administrative law of the Czech Republic.
Professional Skills
Based on the information gained on the activity of selected administrative institutions, students can apply theory to practice using their technical knowledge.Students will prepare a term paper on an assigned topic which presents their acquired skills.
General Qualification
Following the previous undergraduate studies in the field of public administration and the EU, students will gain additional skills and an overview for the assessment of carried out inspection activities and decisions issued by the EU institutions.The acquired skills can also be applied in practice at any administrative authority of the Czech Republic or at the EU institutions.

  • 1. Introduction to the concept of administrative law, the concept and ways of viewing at ESP.
  • 2. Foundations, sources and principles of ESP.
  • 3. European Charter of Local Self-Government and the European Charter of Regional Self-Government.
  • 4. The European Ombudsman, the powers and competence of ombudsmen in some EU countries.
  • 5. Public service, the status of officials in the documents of the Council of Europe and of the EU.
  • 6. Administrative justice of some EU states.
  • 7. Decision-making process in public administration, the interpretation of intra-community administrative acts.
  • 8. Inspection and supervision from the perspective of public administration theory.
  • 9. European administrative criminal law
  • 10. European administrative law and its relationship to the Czech Republic.
  • 11. Information law in the context of European administrative law.
  • 12. Environmental law in the EU

Assessment methods
Continuous testing on addressed material, term paper on selected topic in the field of application of administrative law.Compulsory attendance at 70% of the seminars at least.The topic the seminar will be a deeper analysis of issues addressed in lectures.The exam is a combination of oral and written form in accordance with clearly defined rules.

Discussion proper will be based on the content of the course.In the context of blended learning, students can benefit from study material https://elearning.slu.cz/enrol/index.php?id=139 . Students have the possibility to consult with the instructor at the relevant tutorial.This is the way consultations are made available for the students.The condition for completing the course by an exam is prior submission of a term paper and passing a test on the subject matter studied.
