Course objectives

The aim of the subject is to familiarize students with the nature and operation of a public administration as a form of public authority in the democratic state in general, and in the Central European states in particular.Students will be familiarized with content features of two parts of public administration - state administration and territorial authorities, subsequently becoming familiar with the principles of good public administration and their applications in the countries of Central Europe.Content of the course enables students to understand the organization of state administration in therms of its subject and acting entity in individual states of Central Europe, focusing on common and distinctive characteristics.Similarly, students will learn the role and structure of territorial self-government – both local and regional – in Central European states.Having completed the course, students will have knowledge allowing them to understand the status of public administration in the democratic state, analyze and argue for its constitutional anchoring and organizational security, applying the knowledge thus acquired in practice creatively.

Learning outcomes

Professional Knowledge
Students can explain the essence of public administration and its two parts – state administration and local self-government – in the democratic system.They are competent to analyze the structure and functioning of state administration and territorial self-government in Centra European countries and can determine common and distinct features of these institutions in terms of their actual implementation.
Professional Skills
Students gain competences to independently navigate basic legal norms that anchor the organization and functioning of state administration and territorial self-government of Central European states.They can synthesize elements of both parts of public administration which are common for all countries monitored, but at the same time, they can point out the specifics and distinctions and locate them within the system in terms of their possible use in their own country.
General Qualification
Students gain knowledge that enables them to clarify the situation of public administration in the rule of law, analyze and argue for the constitutionally anchoring and organizational security of state administration and local self-government in Central European countries, applying the acquired knowledge in practice, especially within the framework of international cooperation in the field of public administration, in the preparation of joint project, and in cooperation within Euroregions in general, especially in cooperation of local self-government entities.

• 1. Public administration, conceptual definition, constituent parts (structure) of public administration, state administration, local government
• 2. Transformation of public administration, reforms of public administration, modernization and public administration, content definition, application to Central European states, particularly to the Czech Republic.
• 3. Principles of good public administration, public administration and the right to fair trial.
• 4. Organization of public administration (focusing on state administration) in Central Europe – common and distinct features.
• 5. Governments and state administration authorities in the Czech Republic and Slovakia.
• 6. Governments and state administration authorities in Poland and Hungary
• 7. Governments and state administration authorities in Germany and Austria
• 8. Territorial self-government in the Czech Republic.
• 9. Territorial self-government in the Slovak Republic.
• 10. Territorial self-government in Poland.
• 11. Territorial self-government in Hungary.
• 12. Territorial self-government in Germany and Austria.

Assessment methods

Written examStudents must understand and be able to interpret the differences between the functioning of public administration in a democratic and non-democratic regime, navigate the structure and activity of the current state and local governments, perspectives and objectives of the ongoing reform of public administration and possibilities of cooperation of Central European countries.

Instruction in person is conducted through a system of consultations on selected topics.The part-time study material is accessible in an e-learning course environment at the e-portal http://elearning.fvp.slu.cz/, where various individual tutorials are conducted according to the subject matter overview and under the guidance of the instructor.This environment also provides students individual consultations of selected problematic units.Electronic study material with assignments is determined and prepared.
