- Course objectives
- The course deals with the regional policy of EU and with the importance of regional structures in its policy. The main goal of the course is to acquaint the students with the basics and rules of regional policy of EU and to show practical examples of its performance. During the lectures an international cooperation models as a component of political, social and economic integration in EU regions will be presented. The particular attention is paid to the problems of regional development, the problems caused by regional disparities in EU and the tools of EU regional policy. Students learn why regional policy of EU is important and how regional structures in Europe are functioning, with the special attention to the regions in Central European Countries.
- Syllabus
- 1. General information about regional structures. Definitions of regions. Types and forms of regions. How to define a region.
2. Typical problems of regional development in EU.
3. Causes and consequences of regional disparities in EU. Patterns of regional disparities in the EU.
4. Regional economy and regional development theories.
5. Basics of European Union regional policy. Why the EU adopted a regional policy. Who is involved in EU regional policy. Legislation on regional and structural policy in the EU.
6. Regional policy in Poland, Czech Republic and other CEC, its evolution, goals and main directions.
7. Principles and procedures of EU regional policy. Objectives in targeting regions and Cohesion policy. Planing and Programming, supervision and monitoring, Additionality and Co-financing, Financial control.
8. Evolution of regional policy instruments during 2000-2006 and 2007-2013 periods. Financial resources and instruments. Funds: ERDF and ESF, Cohesion funds, Community Initiatives. The European Investment Bank (EIB).
9. Efficiency and effectiveness of EU regional policy.
10. Institutions and forms of regional cooperation in Europe.
11. Economic and social effects of regional cooperation.
12. Transborder co-operation genesis with special attention to Central and Eastern Europe. Concepts of Euro-regions, Euro-regions in Central and Eastern Europe.
