Course objectives
Legal basis for the establishment and functioning of the European Union (hereinafter "EU"), its values and objectives. Sources of EU law - primary and secondary law, EU citizenship and fundamental human rights, including the system of their protection. The position and powers of bodies and institutions operating within the EU, taking into account the vertical and horizontal elements of the division of power, the system and the organization of the judiciary in the EU.

  • 1. European integration (theoretical and legal background, origin and development of European integration,
  • 2. The international legal status of the European Union (international legal personality of the EU, values and goals of the Union, states as a constitutive element of the EU),
  • 3. Division of competences in the European Union (exercise of EU competences, horizontal and vertical division of powers),
  • 4. The legal system of the European Union (conceptual definition, the relationship of EU law to international law, properties and scope of EU law),
  • 5. Sources of European Union law (primary law and sources of law equivalent to primary law, general principles of EU law, international treaties concluded by the EU),
  • 6. Sources of European Union law (EU secondary law - regulations, directives, decisions, recommendations and opinions, creation of secondary law),
  • 7. Citizenship of the European Union (basic characteristics, EU citizenship and basic human rights, their protection),
  • 8. Institutions and bodies of the European Union (seats of EU institutions and bodies, EU language regime),
  • 9. European Council (position, creation, competence),
  • 10. Council of the European Union and European Parliament (position, creation, competence),
  • 11. European Commission (position, creation, competence),
  • 12. Supervisory and financial authorities (European Court of Auditors, European Central Bank),
  • 13. Judiciary in the European Union (EU Court of Justice, Court of Justice, General Court, Specialized Courts).
