- The aim of the course is to introduce the basic findings from theory and practice of financing of municipalities and exploitation of practical findings and experience with budgets of municipalities and regions within conditions of the Czech republic, including ties to state budget, state funds and EU budget.

4. The position of municipality in the system of public administration, ties to state administration and EU administration
5. Finances of municipalities and theory of fiscal federalism
6. Incomes of public budgets
7. Expenditures of public budgets
8. Specifics of municipality budgets (in the Czech republic)
9. Specifics of region budgets (in the Czech republic)
10. Municipality property (municipalities and regions)
11. Link of state budget and state funds to municipality and region budgets
12. Link of EU budget to municipality and region budgets
