Course objectives
To introduce manager aspects and dimensions of public administration as important area of social life undergoing fundamental transfer from traditional bureaucratic concept of public administration towards management of public administration to students. To characterize manager approach in the area of public administration as a key factor of its quality and effectiveness and to present current advanced and perspective manager concepts usable in public administration. To systemize adequate manager methods, procedures and instruments necessary for needs of manager practice of organizations and institutions of public administration and social policy. The course is intended for students of study programme N6731 only.

  • 1. Manager aspects of public administration
    2. Task and operational environment of current organizations and public institutions
    3. Structure of management, manager mission, targets and tasks, manager functions, roles and activities
    4. Organization, institutional and manager effectiveness
    5. New tendencies in the field of management of public administration
    6. Normative and strategic public
    7. Realization of strategy via organizational policies, plans, programmes, projects and processes
    8. Operational and service management of organizations and institutions of public administration
    9. Manager decision making and problem solving
    10. Manager methods, techniques and skills, manager
    11. Leading and guidance of people
    12. Personal management and human resources management in public administration
