- Course objectives
- Course builds on the knowledge that students have acquired within the bachelor study. The structure and content of the course focuses on the deepening of knowledge about the theoretical aspects of his public administration in development conditions and the system of public administration. The aim is to acquaint students with the theoretical foundations of the rule of law, with rights and obligations of natural and legal persons in public administration from the point of view of theoretical aspects. Students will acquire knowledge of the legislation in the area of public administration, tangible and procedural law.
- Learning outcomes
- The student will be able to explain the basic concepts and principles of public administration, distinguish its material and formal concepts and clarify the relationship between public and private law, including the role of public interest. Furthermore, he will be able to analyze the historical development of public administration and connect it with current models and the organizational structure of public administration in the Czech Republic. He will be able to describe and distinguish the functions of state administration and local government, including their mutual relations, and evaluate the basic methods and forms of public administration activity. He will be able to apply methods of administrative science in solving specific problems and evaluate public administration decision-making processes from the point of view of their legal framework and limits. The student will also be able to navigate the system of public administration control, assess the function of key control mechanisms and apply the basics of public finance when evaluating the management of public institutions. Last but not least, he will be able to analyze the functioning of public administration, identify problems and propose rational and effective solutions in accordance with the principles of modern democratic administration.
- Syllabus
1. Classification of public administration
Course content and structure, the importance of public administration in the Czech Republic, the role of public administration in the legal system. Basic sources of legal regulation. Public and private law and their distinction. Public administration in the material and formal sense. Principles of the construction of state administration and self-government.
2. Historical development of public administration
Public administration in a historical context. Development of public administration in the Czech Republic. Importance of public administration reforms.
3. Administrative science
Historical and contemporary schools of administrative science. Science of administrative law and administrative science. Methods of administrative science.
4. Activities of public administration
The essence of public administration activities. Goals, tasks, functions, methods of action, forms of implementation of public administration. Legal and non-legal forms of public administration activities.
5. Decision-making in public administration
Generally about decision-making in public administration. Decision-making process. Decision-making under certainties, risks, uncertainties. Decisions in public administration.
6. Organization of public administration
Generally on the concept of organization. Types of public administration from the point of view of organizational structure. Organizational-technical systems of public administration. State administration and self-government. Territorial division of the state for the purpose of performing public administration.
7. Guarantees of legality in public administration
Characteristics of legal guarantees of legality in public administration. System of public administration control. Financial control in public administration and review of economic management. Internal audit. Other forms of guarantees of legality (right to information, activities of the public defender of rights, etc.).
8. Financing of public administration
Public sector. Public finances and the system of public budgets. Budgetary determination of taxes.- Literature
