- Course objectives
- The aim of the course is to supplement the students' knowledge about the issue of acquisition and development of public administration information systems (PAIS). Moreover, it will ephasize a rationalization aspect of PAIS within public administration field, standards and legislation of PAIS. Particular aim of this course is also to familiarize students with the actual development in the area of PAIS and their organization.

- 1. Introduction to Information Systems Theory
Theoretical definition and definition of an information system. Life cycle of an information system. Components and components of an information system. Properties and requirements for an information system. Classification of information systems.
2. State information policy and concepts, public administration information systems
State and public administration. State information policy. Information concept and its documentation. Public administration information systems. Basic regulations and documents. ISVS building concept and ISVS coordination. Basic registers.
3. Agendas and registers in public administration
Territorial identification. Real estate registers. Land and building administration registers. Housing stock registers. Population registers. Economic entity registers. Other examples of registers.
4. E-government
Transformation of internal and external relations of public administration by means of information and communication technologies. Digitization of internal agendas of public administration. English POINT and communication infrastructure of public administration. Portal of public administration (PES). Structure and content of PES. Web accessibility and other criteria.
5. Operational information systems and their modules
Module logistics. Module sales. Module state administration. Module self-government.
6. Geographic information systems
Types of data. Maps. GPS navigation. GIS - software tools.
7. Ensuring security of IS, data boxes and identification documents
Ensuring security. Identification, authentication and authorization. Identification documents and their security. Cryptography. Data boxes and their security.
8. Information systems of the European Union and IS in public administration of selected EU countries
Information systems of the European Union. Information systems of public administration in the Slovak Republic. Information systems of public administration in Estonia.

- Requirements for the student: minimum 50 % attendance at seminars, preparation and presentation of seminar work, involvement in project teaching.
