The resilience of municipalities is currently an accented topic and refers to the general ability of cities and municipalities to face various threats, risks and potential damages, not only materially, but also mitigating and maximally effectively. As part of its actual strengthening of resilience, the Municipality is trying to create a partial operation or a complex system that would enable them to react flexibly to sudden changes and shocks, especially of an exogenous nature, with the aim of managing these unwanted shocks as best as possible and with the least possible negative impact on their activities, on its citizens and other economic subjects and activities in its cadastral territory. The goal of this theoretically conceived article is to categorize the threats and shocks that municipalities can potentially face as comprehensively as possible against the background of the basic concept of resilience of cities and municipalities. The text has a descriptive and synthesizing character based on a combination of relevant literature research and own experience, and its purpose is to create a basic scientific-theoretical framework for a deeper, concrete and practically oriented application of partial components of resilience to the very solution of resilience in the cities and towns of the Czech Republic.
